| The basic organizational unit of The Underground shall be "The Cell" - Cells will adopt and register a name by which they will be known by.
- Cell contenders will select the Cell name, P•U•G•S Admin will approve Cell names
- Between 4 to 8 individuals can band together to form a Cell, one of whom shall be elected as Cell Captain and another as Cell Lieutenant.
- Sergeants can organize "skirmishes" against other Cells in accordance with the P•U•G•S Rules of Engagement. Friendly competition among Cells is encouraged; these "skirmishes" will be considered official events when sanctioned by the Cadre
Up to 8 Cells can band together to make up a "Clan" - Each Clan shall have a Marshal chosen from its Captains and a Lieutenant-Marshal
- Captains who are elected as Marshals or Lieutenant-Marshals do not relinquish their roles as Captains to their respective cells.
- Captains will select the Clan name, P•U•G•S Admin will approve Clan names
- Marshals can organize "raids" against other Clans in accordance with the P•U•G•S Rules of Engagement. Friendly competition among Clans is encouraged; these "raids" will be considered official events when sanctioned by the Cadre
Up to 8 Clans can band together to make up a "Tribe" - Each Tribe shall have a War Chief and a Lieutenant-War Chief chosen from its Marshals
- The Marshals form a War Council among themselves
- Marshals, who are elected as War Chiefs and Lieutenant-War Chiefs, do not relinquish their roles as Marshals to their respective Clans.
- Marshals will select the Tribe name, P•U•G•S Admin will approve Tribe names
- War Councils can unilaterally "declare war" against other Tribes in accordance with the P•U•G•S Rules of Engagement. Friendly competition among Tribes is encouraged; these "wars" will be considered official events when validated by the Quorum.
The number 8 is based on a standard squad of modern armies and the theory that a person is able to maintain a meaningful relationship with a maximum of 7 other individuals. Belonging to a Cell, Clan or Tribe is not mandatory but encouraged Registered individuals, who do not belong to a Cell by choice or otherwise, can participate in events as individuals unless the event is Cell, Clan or Tribe specific, in which case, they may declare themselves “Ronin” and offer their services to the Cell, Clan or Tribe. The Quorum is made up of Cell Captains or their representatives, Clan Marshals or their representatives and Tribal War Chiefs or their representatives. In their absence, Cell Captains may be represented by their Cell Lieutenants, their Clan Marshals or Tribal War Chiefs or their respective representatives. In their absence, Clan Marshals may be represented by their Clan Lieutenant-Marshals, Tribal War Chiefs or his respective representatives. In their absence, Tribal War Chiefs may be represented by their Tribal Lieutenant-War Chiefs. Each Cell gets one vote. The Quorum is responsible for taking proposals from its constituents, formulating a workable plan for presentation to P•U•G•S Admin and the execution of that plan upon its approval. | |

| One of the main features of P∙U∙G∙S is the creation of Tournaments. Unlike typical commercial tournaments, Contenders can set up—with the help of P∙U∙G∙S—tournaments for themselves for as few as eight participants to as many as hundreds.
What makes this is possible is the structure of Cells, Clans and Tribes of the P∙U∙G∙S Community. Each P∙U∙G∙S Contender is encouraged to become part of a Cell of 4 to 8 members. This is more than just a casual alliance; the Cell is meant to be the Contender’s main support group—the group of people who help him excel in the CCGs he plays. Each Cell has its own Sigil, a symbol that represents what the Cell stands for and therefore the pride of the Cell.
It is possible for several Cells to challenge one another for their Sigils where the victor gets to display the loser’s Sigil on their standard as a conquest. Such challenges need to be formalized and thus a Tournament is created. The tournament need not be large and the prize need only be a Sigil.
While it is possible for a single Cell to stand alone, Cells are encouraged to forge alliances with other Cells to form Clans. Clans are made up of anywhere from 2 to 8 Cells that are pledged to support each other against the Cells of other Clans. This allows for the creation of larger Tournaments and the garnering of more prestige since the Contender will be pitting himself against a larger and more varied population.
By the same token, Clans can ally themselves with other Clans to form Tribes. The clash of tribes allows the creation of even larger tournaments garnering the Contender even more prestige.
It is this ability to create Tournaments of various scales that allows the Contenders of P∙U∙G∙S to play to their heart’s content while building a name for themselves as the best in their respective CCGs. | |
